Deputy PM calls for better support for ethnic minorities in Quang Ngai

NDO – To achieve the objective of rapid and sustainable development, the central coastal province of Quang Ngai should focus on improving the implementation of ethnic minority support policies, with a priority on poverty reduction, Deputy Prime Minister Truong Hoa Binh has said.

The deputy PM, who is also a Politburo member, held a working session with the key leaders of Quang Ngai province on Monday to discuss the implementation of ethnic affairs in the locality.

At the working session, Chairman of Quang Ngai People’s Committee Tran Ngoc Cang said that ethnic minority work has received special attention from Quang Ngai leaders across all levels, especially in poverty reduction in ethnic minorities and mountainous areas.

The province has effectively implemented programmes and policies, which have resulted in positive achievements in reducing the rate of poor households. By the end of 2016, the rate of poor households in the whole province decreased to 13.5%, of which mountainous districts decreased by 4.83% (from 46.7% to 41.9%).

However, the Quang Ngai leader also pointed out several weaknesses that need to be overcome, such as unsustainable results in poverty reduction, with a range of newly emerging poor and near poor households, investment resources for poverty reduction programmes has not met the set target and the limited effectiveness of several projects to reduce poverty.

In the last six months of 2017, Quang Ngai strives to reduce the rate of poor households in mountainous districts by 5.54% per year, in accordance with the multi-dimensional approach adopted for 2016-2020, while comprehensively implementing poverty reduction mechanisms and increasing access to basic services for the poor, as well as diversifying funds and integrating ethnic affairs into the implementation of national target programmes during the 2016-2020 period.

Praising local efforts in socio-economic development and caring for ethnic minorities, Deputy PM Binh suggested that the province sustains it’s rapid and sustainable development by strengthening the implementation of the National Target Programme on Poverty Reduction, promoting the role of prestigious people in ethnic minority communities and mobilising local people to observe the Party and State’s policies and law.

He proposed to increase investment in mountainous districts and develop forestry economy in upland districts suitable to local conditions, while providing technical guidance for farmers to change their backward farming habits and transfer their careers to those associated with forest land in order to escape from poverty.

The government official urged the province to reduce the poverty rate across the whole locality by 1.9% in 2017, especially in mountainous districts by 5.7% per year, according to the multi-dimensional approach.

In particular, Quang Ngai should focus on the effective implementation of ethnic and mountainous policies, towards integration with the implementation of national target programmes for 2016-2020, on infrastructure development, production promotion, economic restructuring, education and training, healthcare, vocational training and job creation, in addition to addressing the shortage of residential and productive land and a lack of water for daily activities.

At the same time, the implementation of solutions to create stable jobs and improve the lives of ethnic minorities is a must, besides creating good opportunities for them to access to development resources and enjoy social welfare services, Politburo member Binh said.

He also asked to improve the quality of medical examination and treatment and to effectively implement health insurance policies for ethnic minorities, as well as attaching importance to the preservation and promotion of cultural identities of ethnic groups, especially among younger generations.
