HCMC – An electronic toll collection project for National Highway 1A and the Central Highlands section of Ho Chi Minh Road has fallen far behind schedule, heard a Ministry of Transport meeting on July 5.

According to the project, automated toll collection systems would have been installed at 28 toll stations on National Highway 1A and Ho Chi Minh Road’s Central Highlands section by June 30. However, a report by the Public-Private Partnership Investment Project Management Department said only 13 toll stations had been equipped with automated toll collection systems but just eight of them are now operational.

Minister of Transport Truong Quang Nghia said the delays had resulted from protracted negotiations between providers of automated toll collection systems and build-operate-transfer (BOT) road builders.

Some BOT road investors have not finalized contract terms over fees charged by providers of automated toll collection systems, said Nghia. They said there should be more providers so that they can have more choices.

Nghia said two or three more providers would be joining the project but called for road developers to finalize contracts with VETC JSC, an automated toll collection system provider, before July 15 so that VETC could finish installation before August 15.

Road builders and system providers should inform the ministry of the progress of negotiations before July 10.

According to the Ministry of Transport, the current toll collection method applicable to the two above roads costs US$30,800-44,000 a year to print toll tickets. Electronic toll collection will cut operating cost and wait time at toll stations.
