The workshop is an activity of the APEC Sub-Committee on Standards and Conformance (SCSC) within the framework of the APEC 2017 third Senior Officials Meeting (SOM3) and related meetings. In his opening remarks, Vietnamese Deputy Minister of Science and Technology Tran Van Tung said the promotion of digital economy has been considered an important issue of the APEC 2017. One of SCSC 2017 priorities of this year is “Development and promotion of standards and conformance to support the digital economy” that the APEC region needs to work together to share best practices, identify opportunities and challenges, and boost cooperation, harmonisation of standards and conformity assessment that directly contribute to the achievement of the Bogor Goals, he said.   The workshop focused on development orientations for international standards (ISO, IEC) in smart cities. The participating developing economies shared experience in making policies on developing smart cities as well as development orientations suitable with standards set by the UN. The event, slated to last until the end of the month, will feature 75 meetings, seminars, and dialogues involving four committees and dozens of working groups of the Asia-Pacific Economic Co-operation (APEC). The Transportation Working Group will meet today for the 10th APEC Port Services Network Meeting. Other meetings today include the APEC Network on Anti-Corruption Authorities and Law Enforcement Agencies, the Impact of Government Policy Instruments on Promoting New Energy Vehicles, Customs Best Practices to Identify Illegal Timber and Wood Products, and the workshop on Best Practices in Policies, Regulations and Flexibility for Resilience of Global Value Chains. The APEC 2017 Secretariat has flagged three key activities: the High-level Policy Dialogue on Food Security and Sustainable Agriculture in Response to Climate Change in Can Tho from August 18 to 25, a seminar on Promoting Economic, Financial and Social Inclusion in HCM City on August 28, and a seminar on inclusive growth, which is a Vietnamese initiative and expected to promote the agenda for the 2017 APEC Year. As many as 2,600 delegates will make it to the third APEC Senior Officials’ Meeting and related meetings (SOM 3) expected to open in HCM City next Friday.  Slated for August 18-30, SOM 3 will accommodate 75 meetings, seminars, and dialogues by four committees and 38 working groups of the Asian-Pacific Economic Co-operation (APEC).   “The figure shows how important the SOM 3 is as it surpasses the number of meetings in the first two previous SOM, which were 59 and 50 respectively,” Nguyen Bích Thuy from the APEC 2017 Secretariat told the press briefing in Hanoi    on Friday. “More than 1,700 international and over 500 national participants from APEC member economies have so far registered to attend the SOM 3, excluding those scheduled for a food security and climate change week in the Mekong Delta City of Cần Thơ,” Thủy added. Speaking to reporters prior to SOM I, Deputy Prime Minister Vu Khoan said the National Committee for APEC 2006 asked ministries, sectors and localities to make thorough preparations to make SOM I a success. During the first working day of SOM I, a series of meetings and seminars were held, including a meeting of the Sub Committee on Standards and Conformance (SCSC), a dialogue of the Joint Advisory Committee for Mutual Recognition Arrangement on Conformity Assessment for Electrical and Electronic Equipment (JAC EEMRA), a meeting of the Investment Experts’ Group (IEG), the Life Sciences Innovation Forum (LSIF), a dialogue the of Electronic Commerce Steering Group (ECSF) and a symposium on Information Privacy Protection in E-Government and E-commerce. These conferences will run until March 2 before the SOM 1 conference officially opens. Many forums immediately obtained good results. The Life Sciences Innovation Forum reached a consensus on measures to implement seven key issues, particularly co-operation in combating infectious diseases such as bird flu, trafficking and the production of fake medicine. Members of the Sub Committee on Standards and Conformance (SCSC) discussed measures to streamline the customs procedures of APEC economies. One solution agreed to by APEC members was the implementation of non-paper commerce for developed members in 2005 and for developing members by 2010. Joining APEC is considered an important significant event in Vietnam’s international integration process. The country has progressed from its admission to the Association of the Southeast Asian Nations (ASEAN) in 1995 to its active participation in inter-regional cooperation frameworks in Asia and the Pacific. It has won international acclaim for its rising position, both economically and politically. Former Deputy Prime Minister and Foreign Minister Nguyen Manh Cam, who had made significant contributions to Vietnam’s admission to ASEAN, recalled, “Although the Vietnamese economy is less developed than other economies, there is no denying Vietnam’s rising position and prospects in the development process.”Over the past eight years, through APEC, Vietnam has received strong support from world economic powers and has finally concluded its WTO negotiation process. Former State President Tran Duc Luong said at the recent APEC forums and meetings that Vietnam desired to join the world’s largest trade body and that its proposal had received favourable support from APEC member economies. He recalled his talks with the heads of state during the latest two APEC meetings and said they all pledged support for Vietnam’s bid – a positive move towards the country’s WTO accession later. APEC is the only inter governmental grouping in the world operating on the basis of non-binding commitments, open dialogue and equal respect for the views of all participants.
