CLMTV labour officials gather to discuss safety of migrant workers

NDO – Senior labour officials from Cambodia, Laos, Myanmar, Thailand and Vietnam (CLMTV) gathered in Da Nang, on August 1, for the opening of the second CLMTV Senior Labour Officials Meeting 2017, to discuss human resource development and employment for migrant workers.

At the event, hosted by the Ministry of Labour, Invalids and Social Affairs (MOLISA), delegates from the five countries exchanged and updated policies and experiences in the field of management of migrant workers; identification of the impacts on migrant workers, suitable work and social security for migrant workers; and evaluating the results achieved in the development of cross-country labour cooperation activities and to propose solutions to assist migrant workers.

Speaking at the opening, MOLISA Deputy Minister Doan Mau Diep affirmed that with the close cooperation in economic, cultural and political aspects, the CLMTV countries are determined to expand their economic integration and connectivity to ensure shared prosperity.

Not only strengthening cooperation in traditional fields such as economy and tourism, the CLMTV countries are constantly increasing cooperation in the field of labour-employment, Diep said, adding that with the geographical feature of a shared border, cross-border labour migration is one of the major priorities in CLMTV cooperation, bringing tangible benefits to the people and development of each country.

He also affirmed that over the past few years, cross-country cooperation through open platforms has helped the five countries to achieve their goals, while enhancing the role of the region as a positive and responsible member of an ASEAN common house and of the international community.

During the two day event, experts from international organisations will propose priority actions to support and protect the rights of migrant workers. In particular, in the context of migrant labour among the CLMTV countries tending to increase, the issue of ensuring social security and the creation of opportunities for workers to be equipped with the necessary knowledge and skills is important to help workers get a stable job and a steady income.

Officials will also discuss and approve a draft Joint Declaration on safe labour migration for submission to the second CLMVT Ministerial Meeting on Labour, to be held later this month, acting as the basis for future engagement between the five CLMVT countries.

The first CLMVT Ministerial Meeting on Labour and the first CLMTV Senior Labour Officials Meeting were held in Thailand in 2015, becoming biennial high-level activities and opening up a mechanism for cooperation among the five Mekong sub-region countries, contributing to the strengthening of the economic, political and social collaboration.

In addition, they aim to develop high-quality human resources and improve labour skills towards suitable employment and safe migration for people and to better protect their rights and interests.
