At the same time, the city should design policies to support tourism growth, strengthen the efficiency of State management over tourism as well as connectivity in the field, and promote the role of tourism associations and other trade associations in developing tourism, they said. After one year implementing the resolution, Ha Noi welcomed 21.83 million visitors in 2016, a rise of 11 percent from 2015, which is higher than the average 8-10 percent growth for the 2016-2020 period set in the resolution. Visitors staying in the city increased 23 percent year on year to reach 2.9 million people. In the first seven months of 2017, the city served 14 million visitors, up 9 percent over the same period last year. Preferences for 130 industrial parks to be abolishedIn the eyes of US negotiators, Vietnam has provided quite a lot of subsidies for enterprises, particularly export subsidies through incentive policies to attract investment to industrial parks (IPs) and export processing zones (EPZs) Immediately after Vietnam officially announces its entry to the WTO, the country will have to abolish many kinds of subsidies such as export bonuses, preferential interest rate policies, debt clearance and a series of incentive policies to call for foreign investment in industrial and export processing zones within five years from Vietnam’s admission to the organisation. According to the Ministry of Planning and Investment, by the end of the first quarter of 2006, Vietnam had 130 open economic zones, IPs and EPZs. In 2004, 31 provinces removed legal barriers by implementing incentive policies comprising lower business income tax and land tax rates than the common incentive tax rates set by the State in a bid to call for more investment from enterprises. The State has asked for early removal of these policies while the US has also demanded that Vietnam abolish its incentive policies and tax preferences for enterprises operating in the 130 IPs and EPZs. Economic experts said that this will pose huge challenges for businesses operating in the 130 IPs and EPZs as there will no longer be State subsidies for enterprises to help them dominate export markets and run joint-ventures with foreign partners to produce products on a large scale. Last year Vietnam ranked 91st out of 192 United Nations member countries in terms of the e-government readiness index, up by 14 places against 2005. This was Vietnam’s highest ranking since the UN started to calculate this kind of index of its member countries. This was also a remarkable improvement given that the Philippines plunged 25 places and Thailand, Singapore and Myanmar all fell 16 places in the rankings. The fact is that the concept of e-government was formulated in Vietnam in 2000-2001 while the model was being developed in the Republic of Korea and Singapore where nearly 80 percent of all transactions between the administration and its citizens were conducted online. Several years later, Vietnam was included in the list of 100 countries that had taken great strides in applying information technology to administrative reform. However, Vietnam will have to do more to keep up with regional IT development levels. In the Republic of Korea and Singapore, for instance, no matter where a citizen lives, he or she can complete the registration form for a new business provided that his/her personal data is updated on the computer of any State agency. This means that all the data stored at State agencies is accessible and can be retrieved at anytime. Several countries have even completed a database on their citizens so that when a citizen makes a request at any online portal, his/her request is automatically sent to the agency concerned. Deputy Prime Minister Hoang Trung Hai has assigned the Ministry of Transport to verify and approve the revised blueprint for the airport, which also aims to raise its cargo handling capacity to 200,000 tonnes each year. In addition, the airport will be expanded to cover about 855.57 hectares, accommodating a maximum of 41 planes. Danang airport caters to travel demand to and from the central Danang city and neighbouring areas. It also serves as a domestic transit destination. Speaking at the opening ceremony, Deputy Prime Minister Hoang Trung Hai emphasised the Expo has played an important role in promoting regional trade and investment cooperation. China has become Vietnam’s largest trade partner over the past 11 years while Vietnam is now the second largest trade partner of China in the ASEAN bloc. In a weather bulletin released on July 11, the centre said that at 16.00, storm Soudeler - the fourth of its kind to form in the East Sea this year – was positioned at 20.1 degrees north latitude and 113.5 degrees east longitude, about 330km southeast of Leizhou peninsula of China. It was packing winds of between 62-74kph near its eye. The storm is expected to move west and north west in the next 24 hours at a speed of 20-25kph and dump heavy rains on northern coastal provinces from Quang Ninh to Hai Phong. It will weaken into a tropical depression when it moves further inland. It will cause strong winds and rough seas in the northern part of the East Sea and northern coastal provinces. Mountainous provinces are warned of flash floods and landslides. The same day, the National Committee for Flood and Storm Control held a urgent meeting to cope with the storm. Deputy Prime Minister Hoang Trung Hai asked northern provinces, especially coastal localities, to be well prepared for the storm.
