HCM City willing to share experience with Vientiane People’s Council

Addressing a reception for Lao Minister of Public Security Somkeo Silavong in Hanoi on August 17, the PM warmly welcomed the Lao guest to officially visit Vietnam and attend exchange activities with the Vietnamese Ministry of Public Security, on the occasion of the Vietnam-Laos Solidarity and Friendship Year 2017. Leaders of Ho Chi Minh City and Xiang Khouang province visit the photo exhibition (Source: hcmcpv.org.vn)   Vientiane (VNA) – A photo exhibition highlighting the fine relations between Vietnam and Laos and between Ho Chi Minh City and Xiang Khouang province opened on July 31 in the Lao province. Speaking at the event, Vice Chairman of the Ho Chi Minh City People’s Committee Huynh Cach Mang said that the bilateral friendship was founded by late Vietnamese President Ho Chi Minh and his Lao counterpart Kaysone Phomvihane and has been nurtured by generations of Party and State leaders and peoples. The relations are a precious asset and an important factor for each country’s revolutionary triumph and development, he affirmed. The official, who is also President of the Vietnam-Laos Friendship Association’s Ho Chi Minh City chapter, said that the exhibition and the launch of a children’s reading room at the library of the Xiang Khouang province are gifts from the city to Xiang Khouang, thus helping the two peoples understand more about the close relationship between the two countries. Party General Secretary Nong Duc Manh begins his official friendship visit to Laos on October 10, at the invitation of General Secretary of the Lao People’s Revolutionary Party (LPRP) and State President of the Lao People’s Democratic Republic Choummaly Sayasone. The second visit to Laos by Mr Manh within one and a half year is another vivid manifestation of the time-honoured friendship and solidarity between the two Parties, the two States and the two peoples, showing the Vietnamese Party and State’s consistent policy of attaching great importance to the consolidation and strengthening of traditional friendship, special solidarity and comprehensive cooperation between the two countries in the new situation. The regular meetings and contacts between the two countries’ senior leaders, ministries and sectors for many years have become a fine tradition that helps promote mutual understanding and solidarity between the two countries and create new opportunities for bilateral cooperation. Vietnam and Laos have treasured the long-standing and special relationship – an invaluable asset as affirmed by late Vietnamese President Ho Chi Minh and late Lao President Kaysone Phomvihan. It is special because both countries lean against the Truong Son Mountain Range and share the water resources of the Mekong River. Since the Communist Party of Indochina was established in 1930, the Vietnamese and Lao nations have shared common lofty ideals and strength in the struggle for national liberation – an important factor for ensuring the victory of the revolution in each country. It is special because the two countries had had a close connection before they established their diplomatic ties on September 5, 1962. So the establishment of their diplomatic ties as well as their whole course of history helped to open up a new stage of development in bilateral ties and foster close links between two nations. The close and loyal ties of friendship between Vietnam and Laos is a vivid manifestation of international relations. The people of the two countries have been living under the same roof of Indochina, sharing the same Truong Son mountains and Mekong river in peace for a long time. They have fond memories of sharing sacred things, blood and tears and essentials such as rice, salt, needles and threads. Both countries experienced the long struggles against foreign aggression and always stood side by side in the fight against common enemies. The ties of solidarity and friendship is their valuable asset. Since the two countries established diplomatic ties in September 1962 they have been very proud of their close geographic positions and similar cultures. Diverse activities have been promoted to support each other during the past struggles against the common enemies as well as in the current process of national construction. This is the curtain raising event to mark the Vietnam – Laos Solidarity and Friendship Year 2012 and confirms the unswerving policy of Vietnam to treasure and bring bilateral relations to a new height. Bilateral relations have been continuously promoted in various fields through the exchange of reciprocal visits by the two countries’ top leaders. Worthy of note were last year’s visits to Vietnam by President Chummaly Sayasone, Prime Minister Thongsinh Thammavong, and National Assembly Chairperson Pany Yathotu, and visits to Laos by Party General Secretary Nguyen Phu Trong and Prime Minister Nguyen Tan Dung. They have reinforced trust and bonds between the two nations. Phankham Viphavan, President of the Laos – Vietnam Friendship Association, says such special relations are found nowhere else in the world. “Our leaders have paid special care to improving the younger generation’s understanding of the two nations’ traditional relations,” says Viphavan. “The project on the traditional Vietnam-Laos relations has contributed practically to enhancing the awareness of the two countries’ peoples on their loyal and close ties." 2012 is observed as the Vietnam – Laos Solidarity and Friendship Year, which also marks the 50th anniversary of diplomatic ties and 35 years of the Vietnam – Laos Friendship and Cooperation Treaty.
