Japan pledges effective implementation of ODA projects in Vietnam

Head of the Party Central Committee’s Organisation Commission Pham Minh Chinh and President of the Japanese House of Councillors Oshima Tadamori (Source: VNA)  Tokyo (VNA) – Japan will continue working closely with Vietnam to effectively conduct projects funded by Japan’s official development assistance (ODA), especially in high-quality workforce development and administrative reform, said Japanese Prime Minister Shinzo Abe. During a reception in Tokyo on August 29 for Politburo member and head of the Party Central Committee’s Organisation Commission Pham Minh Chinh, who is also Chairman of the Vietnam – Japan Friendship Parliamentarians’ Group, Abe said Japan supports Vietnam in successfully holding the APEC Economic Leaders’ Meeting 2017 and wishes to increase bilateral ties in regional and global issues. Chinh asked Abe and the Japanese government to further promote bilateral comprehensive partnership, especially in ODA provision, and the development of infrastructure, high technology, and quality human resources, as well as share experience in administrative reform and public health care. The same day, Chinh met President of the Japanese House of Councillors Oshima Tadamori, Secretary General of the Liberal Democratic Party (LDP) of Japan cum President of the Japan – Vietnam Friendship Parliamentarians’ Group Nikai Toshihiro and head of the LDP’s Policy Research Council Fumio Kishida. NDO - The friendship between the Japanese Communist Party (JCP) and the Communist Party of Vietnam (CPV) has been significantly reinforced in recent years, according to Chairman of the Japanese Communist Party (JCP) Shii Kazuo. He made the remark while receiving Pham Minh Chinh, Politburo member, Secretary of the Party Central Committee and Head of the CPV Central Committee’s Organisation Commission, in Tokyo, on August 27. Speaking at the reception, Politburo member Chinh congratulated the JCP on its current progress following its 27th congress, in addition to its success in the Tokyo council election. He also briefed his host on Vietnam’s current situation and the seventh theory exchange between the JCP and the CPV, while discussing the measures necessary to consolidate the relations between the two parties and countries. For his part, Shii Kazuo expressed his delight at the fruitful results of the seventh theory exchange, as well as the growing partnership between the two parties over the past few years. NDO - Officials of the Communist Party of Vietnam (CPV) and the Communist Party of Japan (CPJ) convened their seventh theoretical talks in Tokyo, Japan on August 26. The Vietnamese delegation at the event was led by Pham Minh Chinh – Politburo member, Secretary of the Party Central Committee and head of the CPV Central Committee’s Commission for Organisation. The host side was led by former Chairman of the CPJ and Director of CPJ Social Sciences Institute Fuwa Tetsuzo. Speaking at the exchange, Politburo member Pham Minh Chinh said that the two parties are facing a lot of new issues that need to be resolved in both theoretical and practical terms. He also emphasised the importance of coordination in research and the timely exchanges and sharing of views between the two parties, in order to enhance credibility, understanding and effective coordination in international forums. Politburo member Chinh expressed his belief that, through this theoretical discussion, the traditional friendship, solidarity and trust between the two parties will continue to be consolidated and further strengthened. Chairman of the Vietnam-Japan Friendship Parliamentarians’ Group Pham Minh Chinh receives a delegation from the Youth Division of Japan’s Liberal Democratic Party (Source: VNA) Hanoi (VNA) – Chairman of the Vietnam-Japan Friendship Parliamentarians’ Group Pham Minh Chinh proposed increasing exchanges between Vietnamese and Japanese young legislators at a reception for a delegation from the Youth Division of Japan’s Liberal Democratic Party led by its head Keisuke Suzuki in Hanoi on August 22. Chinh also suggested organising activities to promote cooperation in economy, investment and trade, as well as encourage more Japanese businesses to invest in Vietnam in the fields of support industry, manufacturing, energy, and hi-tech agriculture. He expressed his pleasure with the strong, comprehensive and intensive development of the extensive strategic partnership between Vietnam and Japan for peace and prosperity in Asia. NDO - Politburo member, Secretary of the Party Central Committee (PCC) and Head of the PCC OrganisationCommission paid a working visit to the northern province of Hoa Binh on August 4. During the visit, the Politburo member worked with the leaders of the province on socio-economic development, Party building, the organisational structure of the political system at all levels, and the state budget expenditure on regular activities. At the session, Hoa Binh province proposed a number ofideas to a draft plan scheduled to be submitted to the sixth plenary meeting of the 12th Communist Party of Vietnam,with contents related to the organisational structure of the political system at provincial level; Party organisations at district level, and the merger of agencies and bodies, etc. Speaking at the session, Politburo member Pham Minh Chinh spoke highly of the province's recommendations on the merger of certain agencies in order to streamline staffing and reduce the state budget for regular activities. Prime Minister Nguyen Xuan Phuc (Source: VNA) Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc has asked the Ministry of Planning and Investment (MoPI) to acquire feedback on the draft law on special administrative – economic zones and refine it to submit to the National Assembly at the October session for consideration.  During a meeting with ministries, sectors in Hanoi on August 2, the PM underscored the determination to make the best law on special administrative – economic zones to ensure the zones’ sustainable, long-term development. He directed the MoPI to update the latest information about special administrative – economic zones’ comparative advantages, including those regarding strategic investors. He underscored the need to establish sound framework mechanisms, prevent discrimination between domestic and foreign investors, and offer preferential incentives to investors. The PM suggested setting orientations to fields of Vietnam’s demand in special economic zones. Participants discussed land policies, organisation and activities of local authorities, and priority investors in special zones. They called for creating breakthrough mechanisms that forge a new and level playing field with attractiveness, transparency, stability in line with international practices. Secretary of Quang Ninh provincial Party Committee Pham Minh Chinh briefed the delegation on the province’s potential and socio-economic development advantages as well as Ha Long Bay’s nature and geology. Masaki said he was very happy to visit the world natural wonder of Ha Long Bay and promote its landscape and value as well as the province’s advantage and potential in Kyodo task, helping Japanese investors to fully grasp information about Quang Ninh. Established on November 1, 1945, Kyodo News Agency is non-profitable organisation with 56 editorial offices and 120 radio and television stations. Peng Qinghua, Secretary of the Guangxi Zhuang Autonomous Region’s Party Committee, told his hosts he hopes Quang Ninh will consolidate its place in the vanguard of Vietnam’s Doi Moi (Renewal) process and boldly strive for future success. Quang Ninh Provincal Party Committee Secretary Pham Minh Chinh said Peng’s visit demonstrates the intent behind Quang Ninh-Guangxi cooperative agreements, strengthening relations between the two nations and localities. The leaders signed memoranda of understanding on establishing China-Vietnam economic cooperation zones, constructing Bac Luan No2 Bridge, and linking the Dong Xing-Mong Cai-Ha Long highway with the Haiphong-Hanoi road network. They will build a railway line linking China’s Fangcheng and Dongxing and Vietnam’s Mong Cai-Ha Long-Haiphong route, and upgrade border gate pairs between the two sides. Other participants included Head of the Party Central Committee Mass Mobilisation Commission Ha Thi Khiet, former State President Tran Duc Luong, leaders of central ministries, relevant departments and localities and more than 1,000 representatives of domestic and international businesses and organizations. Addressing the conference, Prime Minister Nguyen Tan Dung emphasized that Quang Ninh needs to co-ordinate closely with central ministries, relevant departments and other provinces to become a modern industrial province by 2015. He suggested that the province focus on developing infrastructure, giving priority to developing marine-based economy, ecological tourism and entertainment industry, improving administrative procedures to create an open-ended investment environment, pushing up international integration, and promoting trade exchanges with China and ASEAN countries. PM Dung spoke highly of the valuable assistance given by sponsors, international organizations and investors to Vietnam in general and Quang Ninh in particular. He declared that the Vietnamese Government will continue to improve the investment environment, maintain a reasonable growth rate, and keep inflation below 10 percent by the end of 2012 and 5 percent in the following years. Many participants analyzed Quang Ninh’s advantages and disadvantages in the global context and discussed its development roadmap based on new policies to attract investment and make a breakthrough in this connection.
