MIAMI: The first total solar eclipse to sweep North America in nearly a century will march across the continent on Monday (Aug 21), casting a shadow over millions of people from coast to coast. On August 21, 2017, the Earth will cross the shadow of the moon, creating the first US coast-to-coast total solar eclipse in nearly 100 years. (Photo: AFP/Handout) The event, coined the "Great American Eclipse," is inspiring a surge in tourism in the United States, along with sky-high prices for travel to key viewing spots and a rise in scams such as counterfeit solar eclipse glasses. Celebrations are planned nationwide, including weddings timed to coincide with the eclipse and a live Caribbean cruise ship performance of the 1983 hit "Total Eclipse of the Heart" by the singer herself, Bonnie Tyler. In a nation that is increasingly divided along political lines, some expressed hope that fascination for this spectacular phenomenon would offer people a chance to unite. "A large swath of the population will be able to easily see this eclipse," astronomer James Webb at Florida International University told AFP. "There are plenty of people out there in this day and age that are denying science, so this is an opportunity to show what we really know about the solar system." HISTORIC ECLIPSE The total eclipse, when the Moon fully blocks light from the Sun, will be visible from…... [read more]

VietNamNet Bridge – Bui Danh Lien, Chairman of the Ha Noi Transport Association, tells Hai Quan (Customs) that careless approval has created serious problems with BOT projects Bui Danh Lien, Chairman of the Ha Noi Transport Association. The Viet Nam State Audit Agency has recently released a report on some serious errors seen in Build-Operate and Transfer projects in the transport sector. Can you comment on it? As a member of a survey team of BOT projects and a researcher in this field, I would say that all the weak points listed in the report are correct and precise. The report highlights some grave errors that most BOT traffic projects have committed, such as the arbitrary appointment of investors without a bidding process; wrong calculation of investment needed; inaccurate prediction of the traffic flows and others. However, in my opinion, the most serious problem is the carelessness of responsible people in approving the projects. For example, the initial projected cost for a BOT project is suggested by the investor, instead of the project owner. Then follows the project approval. I should say a key reason leading to the prolonged period of toll collection is due to the project owner’s weakness in assessing the project tender’s capacity. Then there is the improper estimation of traffic density. Very often, this is based on just three days’ counting, instead of three years, which is the international norm. In many cases, investors were not financially strong, and depended mainly on loans from banks. The…... [read more]

NDO – Contemporary sculptures by 13 young artists under the age of 30, from 13 countries and territories in Asia-Pacific and the Middle East regions, were on display at an exhibition themed ‘Multiculturalism’ in Hanoi, from August 11-17. This is one of the art exhibitions organised and sponsored by Kohler, a US kitchen and bath products manufacturer, established 1974. The exhibits were not only artworks but also had high application and used different materials, especially ceramics and moulding materials. In order to create the most favourable conditions for artists to promote their creativity, Kohler often invited them to live and create artworks at its workshops. The artists had access to advanced machining processes and technologies and techniques in material handling and using machines, thanks to the support from experienced technicians. Works at this year’s exhibition were stories based on cultural trends, expressing meaningful messages through the language of the sculptural arts. Artist Lap Phuong, a representative from the host country, introduced her sculpture entitled ‘Me tron, Con vuong’ (The peaceful birth). The work was constructed from metals, expressing the concept of ‘Troi tron – Dat vuong’ (Round sky – Square earth) in the perception of Vietnamese people in the past. Thereby, the sculpture highlighted the artist’s idea of preserving cultural identity, as well as reflecting both positive and negative aspects of society in the international integration and multi-dimensional cultural impact. In his work entitled ‘Interwoven’, Australian sculptor Oliver Tannor mainly created shapes of natural beauty with steel and bronze materials.…... [read more]

NDO – Deputy Prime Minister Vu Duc Dam hosted a meeting on August 17 to review the enrolment and training of the pedagogical faculty at colleges and universities. According to a report released by the Ministry of Education and Training (MOET), approximately 80% of the students at teacher training institutions, who graduated in 2015 and 2016, were able to find a job, lower than the general rate of 86% of the students in all education facilities. The statistics also show a lack of nearly 45,060 teachers in all education levels across the country. Speaking at the event, Deputy PM Vu Duc Dam pointed out that the pedagogical faculty required the lowest pass marks in the recent university entrance exam, which is a result of the fact that students who graduate from teaching schools are unable to find jobs, while, at the same time, teachers have received inappropriate compensation and benefits package. He asked the MOET to work closely with localities, and the relevant ministries and sectors, to conduct a thorough evaluation on the human resources working in pedagogy, in detailed categories of education levels and subjects, throughout each city and province. It will help to improve the MOET’s understanding of the supply and demand in the human resource market, thereby improving their training quality while avoiding any wastefulness in pedagogical staff, he said. The Government official also ordered for the enhancement of the quality of training for teachers in the country, as low-quality input into…... [read more]

NDO - The North South Highway and Tan Son Nhat airport expansion have been added to the list of major projects in the transport sector. The supplement to the list was made following a request from Deputy Prime Minister Trinh Dinh Dung at a working session with the National Steering Committee on Major Transport Projects, held on August 17. Deputy PM Dung, who is also head of the National Steering Committee on Major Transport Projects, asked the Ministry of Transport to accelerate the progress of major projects through reviewing project records and accelerating land clearance. He also directed the Transport Ministry to quickly define the investment costs of each km of the North South Highway and complete the investment plan on the highway in order to submit it to the National Assembly at the upcoming meeting. The Ministry of Transport reported that Vietnam currently has 37 major transport projects with a total investment of over VND1,000 trillion (US$44 billion). Of which, there are 23 overland projects worth almost VND500 trillion (US$22 billion), seven railway projects worth nearly VND200 trillion (US$8.8 billion) and three airway projects worth approximately VND356 trillion (US$15.66 billion). The National Steering Committee on Major Transport Projects said that the progress of a number of projects has slowed down due to the stagnancy in land clearance and several projects that are using ODA funds have lacked corresponding capital. In addition, a shortage of construction materials, particularly sand, has also affected the progress of…... [read more]
