Natural forest development remains unattractive to businesses

The ministry said the funding is scheduled to focus on a national programme on adaptation to and mitigation of the impact of climate change and a programme on water resources management and addressing climate change and rising sea tides in Ho Chi Minh City and the Mekong Delta as a whole. Those species, many of which are endangered, are among 139 new species that were discovered by the WWF in the Greater Mekong Sub-Region last year, as shown by the Magical Mekong - New Species Discoveries 2014 report unveiled in Vietnam on June 5 by the fund. The Greater Mekong Sub-Region covers most countries and territories located along the Mekong River, including Cambodia, Laos, Myanmar, Thailand, Vietnam, and China’s Yunnan Province. The newly discovered species are comprised of 90 plants, 23 reptiles, 16 amphibians, nine fish, and one mammal, 70 of which were found in Vietnam, the report said. With the new discoveries counted, the number of new species found in the Greater Mekong Sub-Region in the 1997-2014 period totaled 2,216 species, according to the 12-page report. Van Ngoc Thinh, country director of WWF Vietnam, told government website that Vietnam has huge potential in species diversity, including some of the most unique in the world. Such potential value in biodiversity needs intensive research for preservation purposes, he said. However, according to experts, as soon as they are discovered, those species face great dangers. So, it is essential for Vietnam to continue commitments to protect important habitats for wildlife. It will have a capacity of 8,800 cubic metres per year of wooden slats and 400,000 cubic metres per year of MDF planks. By Thai Hang - The Saigon Times Daily HCMC - Local wood supply for furniture makers will be more ample from 2012 due to new regulations that allow for exploitation to be almost equal to replacement, an official from the General Forestry Department said on Thursday. Pham Minh Thoa, a senior official of the department under the agriculture ministry, told a conference on sustainable forest development in HCMC that local supply, which currently meets only 30% of demand, will rise after the Government makes changes to the control policy. So far the Government has imposed a fixed amount of 300,000 cubic meters to be exploited per year from natural forest for commercial purposes to protect natural forest from overexploitation. “But in 2012, commercial exploitation from natural forest will be calculated differently, making sure that the amount of exploited wood in a given area must be kept below the replacement,” Thoa said. This policy aims at two purposes in the same time, increasing the supply to meet the rising demand on the one hand, and making forestry management more sustainable on the other hand, Thoa said. IPs near Hanoi looking popular Three South Korean investors recently put down the deposit to lease a 70,000-square metre space at Dong Van 4 Industrial Park (IP) in the northern province of Ha Nam. The IP developer is Viglacera, the largest state-owned construction materials producer who received the investment certificate to invest in Ha Nam province less than a month ago. It is significant to note that Viglacera will only commence construction of the IP later this month or early next month, meaning that the Korean investors' decision to lease the vast land area in the prospective IP shows great trust. "The three Korean investors leasing land to build production plants at the unfinished Dong Van 4 IP has surpassed our expectations. The investors' trust has inspired us to soon finalise the investment and construction to hand over cleared land to our investors," said Tran Ngoc Anh, director of Viglacera Land. Focusing on Agricultural Development The Government has many policies and measures to rapidly develop economic sectors, including sustainable agricultural development. Agricultural development is combined with effective exploitation of natural resources, reduction of environmental pollution, resettlement of social affairs like employment, economic restructuring and guarantee of national food security. Three target programmes According to a new resolution of the Government on investment for 21 target programmes from 2016 to 2020, the total implemented capital will be VND1,139,235 billion. The Ministry of Agriculture and Rural Development undertakes three target programmes: Sustainable fishery economy development target programme, sustainable forestry economy development target programme and target programme for agricultural economic restructuring, disaster prevention and mitigation and people’s livelihood stabilisation. These three programmes will take VND638,782 billion, accounting for more than 56 per cent of the total capital of 21 target programmes. The Prime Minister has decided to approve the national target program on sustainable poverty reduction for the period 2016-2020. Poverty reduction is a priority policy for Vietnam to improve poor people's living conditions, narrow the development gap and implement the UN Millennium Development Goals (MDGs). The program set up a detailed plan cutting down the country's poverty households by 1-1.5 percent a year. Apart from which, the rate of poverty households in disadvantaged districts must shrink by 4 percent annually and the proportion of poor households in districts of ethnic minority must drop by 3-4 percent a year as per the new program. The program targets to improve income and living quality of the poor to ensure per capita income of a poor household increasing by 1.5 times by 2020 compared to 2015 and it will increase by 2 times in disadvantaged districts. Moreover, Vietnam will strive to reduce half of extremely poor districts; 30 percent of difficult coastal and islands out of poverty; 20-30 percent of specially rugged mountainous villages and communes where ethnic minority people live. Additionally, the government will provide free vocational training to approximately 20.000 laborers in low-income families and poor households of which 60- 70 percent of them will work in abroad countries.
