Minister of Foreign Affairs Pham Binh Minh backed the active role of Japan and the RoK in maintaining peace, stability and security in the region. Both nations consented to maintain the central role of ASEAN in the region and step up cooperation with the ASEAN member nations and partners to resolve effectively traditional and non-traditional regional security challenges based on international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS). At a meeting with his Japanese counterpart Kono Taro, the two sides noted with satisfaction the positive developments in the bilateral extensive strategic partnership over the past time. In the first half of 2017, the countries’ leaders intensified exchanges, such as the visit to Vietnam by the Japanese Emperor and Empress in February and Prime Minister Shinzo Abe in January, and the official visit to Japan by Prime Minister Nguyen Xuan Phuc in May. PM Nguyen Xuan Phuc call upon all staffs and officials of the Governmental Office to voluntarily contributed their one day's salary to the Fatherland Front Committee of Vietnam for flood-affected people of Yen Bai, Son La, Dien Bien and Lai Chau. Total contribution of Government Offcie staffs is estimated to reach over VND 362 million. State President Tran Dai Quang, Vice President Dang Thi Ngoc Thinh and all staffs and officials of Presidential Office yesterday offered at least their two- day salary  for flood-affected families to overcome difficulties and consequences, and stabilize production. After working with leaders of Yen Bai province and Mu Cang Chai district on the recent downpour and flooding, Minister of Information and Communications Truong Minh Tuan and the working delegation visited and offered rice, box of instant noodles, cooking oil and money to families affected by the natural disaster. On behalf of all staffs and officials, the minister sent VND 1.5 billion to the People’s Committee of Yen Bai province. Minister of Agriculture and Rural Development and Head of Steering Committee for Natural Disaster Prevention Nguyen Xuan Cuong also called on enterprises and people to join hand for flood compatriots in Yen Bai, Son La, Dien Bien and Lai Chau. The PM highlighted the achievements that ASEAN has gained over the past a half century to become a strong and united community with rules-based operation and comprehensive and extensive connectivity across the fields, contributing to the maintenance of peace, stability, cooperation and development in the region. Prime Minister Nguyen Xuan Phuc has demanded that all corresponding government departments, agencies and institutions to adjust policies as part of an “action-minded” government, to unburden Vietnamese firms of unnecessary business regulations, namely redundant business permits and categorisation. Businesses register at the Ha Noi Department of Planning and Investment.  In the past month, the PM has requested the Viet Nam Chamber of Commerce and Industry (VCCI) and the Central Institute for Economic Management (CIEM) to conduct research on business conditions in Viet Nam, with emphasis on legislation and procedures that may be deemed obstructive to business development. Findings from this research must be submitted to the Ministry of Planning and Investment (MPI) and the Ministry of Justice (MoJ) by August 10. Officials from the two ministries will then compile a list of legal documents on business conditions that the VCCI and CIEM consider excessive, and work together with the Government Office so that the PM can receive a full report with detailed solutions for a better business environment by August 25. The move is considered necessary for a “government of action and integrity that nurtures development and better serves the people”, according to PM Phuc. Got permits?
