According to the initial information, between late 2007 and early 2008, Mrs. Nga signed a contract to transfer the ownership right of a 30,000 square-metre land plot in District 2 to Duong Khanh L. who planned to invest in a luxury apartment and shopping centre project. L. paid Nga a deposit of USD2 million and they agreed that within 18 months of the signing date, Nga would be responsible for providing L. with a construction license for the shopping centre and carrying out procedures to legally transfer the land plot to L. Under the signed contract, Nga was not allowed to sell and mortgage the plot under any form without L.'s agreement. However, Nga sold part of the land plot to another person. In April 2008, Nga used already-sold land plots as collateral to get a loan of VND131 billion (USD6.22 million) from a bank. She also finished procedures to transfer some of the said plots to her son Vu Hai Minh Anh, including the area used as the collateral for the bank. Nga sold a three-hectare land plot in District 2′s Binh Khanh Ward to L. who planned to invest $54 million to convert it into an apartment building and a shopping center. One plot sold to many L. paid Nga a deposit of $2 million and they agreed that within 18 months of the signing date, Nga was responsible for providing L. with a construction license of the trade center and carrying out procedures to legally transfer the land plot to L. Under the signed contract, Nga was not allowed to sell, pawn, and mortgage the plot under any form without L.'s agreement. Residents of several apartment buildings in Ho Chi Minh City, both in the luxury and mid-priced range, have been using water brought by barges on the Saigon River for the last two years. The Saigon Water Corporation (Sawaco) has paid a transport unit to bring water from its water plants in Nha Be and Thu Duc Districts to the Saigon Pearl building complex on Nguyen Huu Canh Street, which comprises 116 villas and three luxury apartment buildings. The water flow to area is so weak that its residents cannot rely on the pipeline supply. In 2009, Saigon Pearl investor SSG Corporation asked Sawaco and Gia Dinh Water Supply JSC in Binh Thanh District to set up plans to send barges carrying water to the residents after they complained about the constant water shortage. The Gia Dinh JSC in 2006 had guaranteed SSG that pipes 25 centimeters in diameter can meet the whole area's water demand of 2,700 cubic meters a day. But when families moved into the villas in 2009 and began using about 450 cubic meters a day, many of them had to wait until midnight and still get no water. Residents of apartment buildings in Ho Chi Minh City have to pay various kinds of fees monthly as the city's authorities have not set up any regulation on apartment buildings' service fees. Phan Ngoc, living in Ditrist 8's Dong Dieu apartment building, said "I have been living here for 10 years. The building is getting aging now, with many cracked walls, but the building's management department still does nothing." "The building's monthly maintaining fee, meanwhile, increased to VND66,000 (US$3.3) from VND30,000 this year. The management department said the fee was to pay for the maintenance, which is carried out once a year. But I have not seen any maintenance since I moved to the place," Ngoc said. He also added that residents living in the building have just been asked to pay VND25,000 per month for fire alarming and preventing system, which was already installed at the outset.
