Standards for Party high-ranking officials issued

NDO/VNA - Party General Secretary Nguyen Phu Trong has signed the first-ever regulations on specific standards and assessment criteria for officials under the management of the Party Central Committee, Politburo and Secretariat. Under Regulation 90-QD/TW, Party senior officials must show absolute loyalty to the Party, nation and people, and steadfast trust in the Marxist-Leninist ideology, Ho Chi Minh thoughts and the ideal of national independence and socialism. The officials are required to always put the interests of the Party, the nation, and the people first, and must be willing to sacrifice for the Party’s revolution, the country’s independence and freedom as well as people’s happiness. The officials must set examples for others in morality, lifestyle and attitude, while resolutely fighting against degradation in political ideology as well as signs of self-evolution and self-transformation. The regulations emphasised that the officials must not have greed for power, and must prevent their relatives or friends from taking advantage of their positions for personal interests. In terms of personal capacity and prestige, officials holding high positions should have an innovative mind set, strategic vision and scientific working methods and political sensitivity, along with strong capacity in leading, directing and organising the effective implementation of Party and State’s policies and laws. They must also be dynamic and hardworking, and have a high prestigious reputation among Party members and the people. Mr Triet said that Vietnam has experienced many upheavals and learned that being loyal to Marxism is not enough, and that it is necessary to have the correct view, creatively apply Marxism to the actual situation and, at the same time, contribute to its development. Many countries are currently building or following socialism and they have adopted different approaches to Marxism. We do not criticise these views, but need to consider, research and exchange ideas, said Mr Triet. Citing the fall of socialism in the former Soviet Union and Eastern Europe in the early 1990s, the president spoke of lessons drawn from building the communist party to maintain the regime and continue along the socialist path. To build socialism, the ruling party must be loyal to Marxist-Leninist ideology, serve the interest of the entire nation and take appropriate steps in specific national circumstances, stressed Mr Triet. He expressed his hope that international scholars will clarify the road to socialism through an in-depth analysis of the fall of socialism in the former Soviet Union and Eastern Europe, and the experience of building socialism in Vietnam and other countries. BUENOS AIRES - Argentine publisher Acercadonos Ediciones has released a book to honour former President Ho Chi Minh of Viet Nam. Acercandonos Ediciones Editor Fernando Roperto told Vietnam News Agencys correspondent in Buenos Aires that the newly published book, Selected Works of Ho Chi Minh, is part of a collection named after Argentine revolutionary Che Guevara. The collection features classic works of the Marxist-Leninist ideology and the proletarian leaders in the world. Roperto said the book was printed to honour Ho Chi Minhs ideology and to give readers an insight into the glorious wars of resistance against foreign invaders by the Vietnamese people. The book opens with a speech by Ho Chi Minh (then known as Nguyen Ai Quoc) at the 18thCongress of the Socialist Party of France in Tours in December 1920, and ends with his testament, a valuable document that crystallises the moral quintessence and fine soul of Minh as well as the fundamental content and standpoints of his ideology. The book also presents speeches, articles, letters, reports, lectures, appeals and media interviews of the late President, showcasing his theoretical viewpoints, paths and revolutionary methods which resulted in a resounding triumph for the nationalliberation. PANO - Party General Secretary Nguyen Phu Trong received 52 delegates representing 350 participants in the 8th Army Labour Congress, on May 13th in the Office of the Party Central Committee. Deputy Director of the General Department of Politics, Lieutenant General Dao Duy Minh, also attended the meeting. Chief of the Army Labour Agency, Full Colonel Ngo Van Bich, reported to the Party General Secretary on the history of the Army Labour Organisation; its major operations during the resistance wars against French colonists and American invaders and during Doi Moi; and its specific outstanding achievements over the past 5 years. He also briefed the Party Chief on the missions and programme of the 8th Army Labour Congress. At the meeting, other delegates reported to the Party General Secretary on the typical features of the situations and results of Army Labour activities in their units over the past years, as well as proposed several ideas to improve the quality and efficiency of labour works and working class movement in the Army, and to build Army Labour organizations at basic levels in the future. Lao revolutionary credits success to friendship, support from Viet Nam (21-03-2005) Sisavath Keoboun-phanh, a Politburo member of the Lao People's Revolutionary Party and chairman of the Central Committee of the Lao National Construction Front talked with Dai Doan Ket (Great National Unity) newspaper about ties between Viet Nam and Laos. On April 15, 1947, Sisavath Keoboun-phanh joined the revolution. He was 17 years old at the time, and served as a propaganda officer in the Laos revolutionary army. "In early 1948 I was transferred to a shock force unit operating along the Viet Nam-Laos border. I then became one of the founders of the Sam Neua revolution base. There I was appointed as the political commissar of the Latsavong army unit, the first revolutionary armed forces of Laos. Under my command, the Latsavong army unit went to Tuyen Quang northern province of Viet Nam for training." Almost 60 years have passed, but for Sisavath everything seems like it happened recently. He still remembers returning from Viet Nam in 1951 and fighting in various battles which led to the liberation of Saphong Sathoun. In January 1953, the Latsavong army advanced, with support from the Vietnamese volunteer soldiers, to liberate Same Neua and to protect Sam Neua and Xiengkhouang from falling into the enemy's hands. In early 1954, Sasavath was again sent to Tuyen Quang Province for political reasons. Torrential rains flooded some northern cities and provinces yesterday, affecting people’s lives and causing traffic chaos. Torrential rains destroyed a road in Ba Chẽ District of the north eastern province of Quảng Ninh.- VNA/VNS Photo Văn Đức In Quảng Ninh Province’s Hạ Long City, rains flooded main streets and caused the death of a 12-year-old school girl. The victim was among three school girls of Lý Tự Trọng Junior Highschool who were swept away by floods on their way home. Two others were rescued. Rains also submerged hundreds of households in mountainous district of Ba Chẽ’s Lương Mông, Minh Cầm and Đạp Thanh communes. Hundreds more households in Cẩm Phả City’s Mông Dương Ward were also flooded and covered with dirt and mud. Rain also caused traffic chaos and congestion in Điện Biên Province’s Điện Biên Phủ City. Hundreds of motorbikes and electric bikes were damaged by the floods. Heavy rains are forecast for northern Việt Nam in the next few days, and localities are being urged to prepare for possible floods and landslides. Provinces and cities in northern Vietnam have been requested to prepare to deal with flood and landslides in the region. Since the beginning of August, heavy rains and flash floods have claimed at least 34 lives and left 11 others missing and more than 20 injured in the northern region In a notice sent to localities, ministries, Vietnam News Agency (VNA), Vietnam Television (VTV) and Radio the Voice of Vietnam (VOV), the Central Steering Committee for Natural Disaster Prevention and Control said that rainstorms may occur from August 13-16 in the northern region, especially in mountainous provinces. The steering committee warned Lai Chau, Son La, Dien Bien, Lao Cai, Yen Bai, Ha Giang, Tuyen Quang, Cao Bang and Bac Kan provinces of high risks of landslides and flash floods. To minimise human and property losses, it asked local steering boards of natural disaster prevention and control and search and rescue to assign their members to focus on areas at risk of landslides and flash floods and that are easily cut off by floods. Localities were asked to monitor rain and flood developments and spread information to locals, especially those vulnerable to natural disasters, to implement preventive measures.  Search and rescue forces have to be ready around the clock in high-risk areas to take action if disasters occur, the steering committee noted.
