ay Ninh, August 7 (VNA) – The headquarters of the former Party Committees at civil, political and Party agencies of the Central Bureau for South Vietnam in Chang Riec forest of Tan Bien district, Tay Ninh province, have been recognised as a national historical relic site.  The relic site certificate was presented to the liaison board of the Party committees’ resistance tradition club on August 5.  Nguyen Van Khoi, a representative of the liaison board, said during the war against the US, the Central Bureau for South Vietnam, led by the Party Central Committee to steer revolutionary activities in the south, assigned the Party committees at its civil, political and Party agencies to be in charge of Party building work.  In the spring of 1968, the Party committees called on all Party members and locals to join people and soldiers across the south to wage the General Offensive and Uprising to attack the US puppet government’s headquarters in Saigon, forcing the US to join the Paris conference for peace in Vietnam and then withdraw from southern Vietnam in 1973.  Under the leadership of the Central Bureau for South Vietnam, the Party committees at its civil, political and Party agencies directed preparations for the Ho Chi Minh Campaign, helping liberate the south and reunify the nation on April 30, 1975.  In April 1977, the Party Committees were dissolved as they had fulfilled their tasks, Khoi noted.  In 2014, the resistance tradition club’s liaison…... Tay Ninh has geographical advantages - lying near Ho Chi Minh City; relatively convenient traffic connections to ports and airports; suitable natural conditions for industrial development (land with high bearing capacity, free from flooding, abundant water sources, etc.); easily recruited workers; attractive investment incentives; and valuable support from the provincial government. With efforts to support companies and introduce solutions to create transparent, attractive and reliable investment environment, investment flows, particularly FDI, into Tay Ninh province picked up in the past years. This success is illustrated in the following conversation with Mr Bui Cong Son, Director of the Tay Ninh Department of Planning and Investment. Hoang Lam reports. In 2016, Tay Ninh province rolled out the “red carpet” policy to draw investment flows, particularly FDI funds. How has this effort been rewarded? Investment promotion works are always changed for better results. The province has created best conditions for investors to carry out and operate projects; promptly removed difficulties and problems; provided best public services; and supported existing investors to attract new ones to the province. In addition, Tay Ninh province has actively coordinated with relevant agencies, international organisations and multinational corporations successfully operating in Tay Ninh province to organise investment promotion delegations overseas to actively seek and promote the local image and business investment environment. In 2016, Tay Ninh successfully hosted three investment promotion delegations to India, Japan and South Korea, initially achieved positive results and drew the attention of large investors there. According to the General Statistics Office (GSO), the State budget disbursement in the first six months of 2017 reached 38.7 per cent of the full-year target and rose 7.6 per cent over the same period of 2016. However, the disbursement pace of government bonds and State fund remained slow.   The disbursement of government bonds and State funds reached only VND7.4 trillion and VND24.2 trillion, down 53.2 per cent and 8.7 per cent from the same period of last year, respectively. The aggregate disbursement value of all sources approximated that in previous years but was still lower than this year’s plan.   At the meeting of the Prime Minister’s Working Group on public investment disbursement in 2017, Mr Mai Tien Dung, Minister and Chairman of the Government Office and Head of the Working Group, said, 13 ministries, agencies and localities disbursed less than 20 per cent of the plan in the period and they were criticised by the Prime Minister.   The 13 criticised agencies included the Ministry of Planning and Investment, the Ministry of Foreign Affairs, the Ministry of Health, the State Bank of Vietnam, the Commission for Ethnic Minority Affairs, Vietnam News Agency, Vietnam War Veterans' Association, Hanoi City, Da Nang City, Ho Chi Minh City, Binh Duong province, Tay Ninh province and Binh Phuoc province.   According to the Working Group, the lateness in public investment disbursement is seen as a bottleneck to economic growth.
