Poachers illegally cut down low-grade trees to grow others for milling and other purposes. Kim said there was a shortage of about 3,000 forest rangers, which added to the difficulty of managing and abetting the situation. Deputy Minister of Agriculture and Rural Development, Ha Cong Tuan, said that unapproved deforestation was done in or around forest areas supervised by local forest-protection and management boards. The boards have to monitor more two million hectares of the nation’s forest land. “However, most of the boards were incapable of doing this,” Tuan said. Korean firm fined for wastewater discharge Environmental Police from the Ministry of Public Security have fined Miwon Vietnam VND515 million (US$24,000) for discharging wastewater into the environment. The Korean company, based in the northern province of Phu Tho, discharged wastewater that exceeds the permitted level by 10 times. The company, which produces monosodium glutamate, food seasoning and flavouring products, must suspend operations for three months and deal with the pollution within six months. In April, the provincial People's Committee imposed administrative penalties on the company for the same violation. Five injured in house fire in HCM City Five people were seriously injured in a fire at a guesthouse in HCM City's Binh Thanh District yesterday. The door was locked, so it took firefighters 20 minutes to break inside and rescue the victims, all members of the family renting the house. They are being treated at Cho Ray Hospital. Vietnam-RoK relations boosted at provincial level The Friendship Association of Vietnam-Republic of Korea in the northern province of Thai Nguyen held its first congress on November 2 with the participation of 167 delegates. The congress elected an executive board with 27 members for the 2014-2019 tenure. Truong Thi Hue, leader of the provincial National Assembly deputies' delegation, was elected as the Association's chairwoman. Thai Nguyen's Friendship Association of Vietnam-RoK was established to promote the friendship and mutual understanding between Thai Nguyen and the Republic of Korea's localities and their people. Over the last two decades, Vietnam has developed a broad and comprehensive relationship with the RoK, entering into bilateral, regional and international cooperation agreements in different fields, such as foreign affairs, the economy, trade, culture, science and education. Thai Nguyen province itself joined a number of twin and socio-economic development cooperation programmes with RoK partners to further strengthen ties, including its twin programme with Gyeongsangbuk province, the RoK. The two provinces have been active with regard to cultural and experience exchanges as well as collaboration on education and new style rural development. The province currently is home to around 40 RoK enterprises with a total investment of 3.5 billion USD, creating jobs for thousands of local people. President Truong Tan Sang met with 78 outstanding ethnic minority students in Hanoi on November 1, asking them to continue their academic endeavours as a contribution to the nation-building process. Ethnic minority students are an important human resource for local development, he said, adding that during the country's renovation process, students should do whatever they can to contribute to national development. The students were part of a group of more than 110 ethnic minority students from all over the country who were honoured at a ceremony in Hanoi for their outstanding achievements in national academic competitions and the university entrance exams in 2014. RoK recruits Vietnamese guest workers again Visiting Vietnamese Minister of Labour, Invalids and Social Affairs Pham Thi Hai Chuyen and her host Minister of Employment and Labour Phang Ha Nam signed the document, marking the resumption of the Korea Employment Permit System (EPS) for Vietnam. The one-year MoU, effective as of December 31, 2013, will benefit more than 14,000 Vietnamese nationals who either registered for or passed Korean language tests in 2011 and 2012. After a year both sides will review the implementation of the special MoU and consider extending the programme. The signing of this special MoU demonstrates both countries' efforts in taking bold measures to reduce the number of Vietnamese nationals residing illegally in the RoK. The RoK suspended its EPS for Vietnam in August 2012, finding that many Vietnamese guest workers had broken off contract and resided illegally in the country. The RoK Ministry of Employment and Labour reports the number of Vietnamese guest workers illegally residing in the country fell considerably from 49.9% in July 2013 to 38.2% in October 2013. Vietnam on December 30 inaugurated a new office in Seoul in an attempt to better manage Vietnamese guest workers under the Korea Employment Permit System. The Vietnamese Ministry of Education and Training (MoET) and an international francophone organization presented 60 awards to local teachers and students of French on Monday in recognition of their contribution to the promotion of the foreign language in Vietnam, the official Vietnam News Agency reported. The ministry and the Organisation Internationale de la Francophonie (OIF), which represents countries and regions worldwide where French is the first or customary language, honored ten teachers and 50 students at a ceremony in Hanoi. The teachers, selected from ten provinces and cities nationwide, have dedicated sustained efforts to the development of French in Vietnam while the students are those who either earned high scores on college admission tests this year or garnered prizes in national academic competitions, according to Vu Dinh Chuan, a MoET official. MoET has shaken hands with many international partners to run French programs in Vietnam and achieved certain success over the past years. In 2011 the agency successfully concluded a project that promoted the teaching of French in Vietnamese schools since 2006. It signed an agreement two years ago to continue popularizing French between 2012 and 2015 with the governments of Laos, Cambodia, the French-speaking community in Belgium, the French-speaking Canadian province of Quebec, OIF, and the Agence Universitaire de la Francophonie, a global network of French-speaking higher education and research institutions.
