Overseas arrivals to Ho Chi Minh City rose to over 2.8 million in the first nine months of the year, up 3% from the same period in 2012. According to the municipal Department of Culture, Sports and Tourism, the number of foreign visitors to the city in the period fulfilled 68% of its yearly target of 4.1 million. The city’s nine-month tourism revenue reached an estimated VND63 trillion (US$3 billion), a year-on-year increase of 20%, and 77% of this year’s target. Supporting tuition fee for kindergartens

The Ministry of Training & Education has submitted to the government revised Education law, in which notably is the proposal to have free tuition for all public elementary and secondary schools. At the conference evaluating efficiency in cooperation between the Ministry of Justice and Ministry of Training & Education in 2017, with an aim to finalize the Education Law on December, representatives said there should be no charge for children in public kindergartens.  Deputy Director of Planning & Economy Department of the Ministry of Training & Education Ngo Van Thinh said, at present, students do not have to pay for tuition free in elementary school, while there are still tuition fees for kindergartens and secondary schools, in addition to policies of reduced tuition fee for poor students.  However, policies for tuition fees are having some shortcomings. Specifically, Law on amending and supplementing a number of articles of the education law, article 2 of clause 11 regulates that preschool education for five-yea-old children, primary education and lower secondary education shall be made universal.  However, as of present, only students at primary education get free of tuition fee, while students in other academic level still have to pay tuition fee.  This has caused difficulties to encourage students to go to school, especially students in high lands and under poverty.  At present, parents of students in rural areas or high lands are of low income level, thus, paying tuition fee regardless how low it is still a challenge for them.  In the process…

Impressive achievements in Vietnam’s exports in 2017

According to the Ministry of Industry and Trade, phones and phone parts are Vietnam’s biggest export earner: about US$39 billion this year, trailed by garments and textiles (US$25 billion) and electronics, computers, and accessories (US$22 billion). The exports of footwear, aquatic products, fruits, and vegetables soared this year. The growth is mostly due to Vietnam’s improved competitiveness in agro-forestry, fruit, and vegetable products. After imposing anti-dumping duties on Chinese timber products, the US is moving to ASEAN markets, including Vietnam.  Vietnamese wood exporters seized the opportunity and earned an export value of nearly US$3.7 billion in the first half of this year. According to the Ministry of Industry and Trade, Vietnam’s wood sector, and particularly wood furniture, will have many new opportunities in the US market. Nguyen Ton Quyen, President of the Vietnam Timber and Forest Product Association, said, “It’s rare for the sector to grow 15% in one year. The sector is likely to reach US$7.5 billion in revenue this year thanks to continued growth in Vietnam’s key export markets. For example, Vietnam achieved US$2.4 billion from the US market last year and this year the figure is predicted to be US$2.8 billion. Can Tho City in southern Vietnam issued a new code of conduct for civil servants on Tuesday that prohibits them from wearing jeans or T-shirts to work. The policy applies to both men and women, Tuoi Tre (Youth) newspaper reported. It recommends shirts and trousers instead, while women can also opt for the traditional ao dai. Kim Jong-Un urged North Korea to mass-produce nuclear warheads and missiles in a defiant New Year message Monday suggesting he would continue to accelerate a rogue weapons program that has sent international tensions soaring. Pyongyang dramatically ramped up its efforts to become a nuclear power in 2017, despite a raft of international sanctions and increasing bellicose rhetoric from the United States. “We must mass-produce nuclear warheads and ballistic missile and speed up their deployment,” said Kim in his annual address to the nation, reiterating his claims that North Korea had achieved its goal of becoming a nuclear state. Kim presided over multiple missile tests in 2017 and carried out its sixth and most powerful nuclear test — which it said was a hydrogen bomb — in September. The North says its weapons program is designed to be able to target the U.S. mainland. U.S. President Donald Trump has responded to each test with his own amplified declarations, threatening to “totally destroy” Pyongyang and taunting Kim, saying the North Korean leader was on “a suicide mission”. But far from persuading Kim to give up his nuclear drive, analysts say Trump’s tough talk may have prompted the North Korean leader to accelerate his dangerous quest. “(The North) can cope with any kind of nuclear threats from the U.S. and has a strong nuclear deterrence that is able to prevent the U.S. from playing with fire,” Kim said Monday. “The nuclear button is always on my table.
