The department was founded as a result of the restructuring of the Department of Labour and Wage and the Centre for Industrial Relations Development (CIRD).

Tong Thi Minh, former director-general of the Department of Labour and Wage, was appointed director of the department at its launching ceremony.

Tong Van Lai and Le Xuan Thanh, former deputy director-generals of the Department of Labour and Wage, were appointed deputy directors of the department.

The Department of Labour Relations and Wage is responsible for researching and developing legal projects, ordinances and legal documents on labour, labour relations and wage, as well as planning operating agenda for organisations that represent labourers.

It is also responsible for managing labour contracts, labour subleasing, labour disciplines, labour policies, and preferential labour policies for women labourers, as well as maintaining communication with labourers at the workplace, and nurturing good relationships with labourers.

The department will also be held accountable for determining and managing the minimum wage, as well as developing scales for wage, payroll and allowance.

Activities of organisations representing labourers must be registered with and supervised by the department. This is a new responsibility of the labour ministry that has been regulated in the Labour Code.
