Being considered the first library with talking books for the blind in Vietnam, the library has an area of 636 square metres, 5 high quality voice recording rooms, talking book production, computer room for the blind, and chess room, using a capital of over VND7 billion. A Spring Flower Fair which is open at Tao Dan Park from February 12 to 23, displays 7,000 items ranging from flowers, ornamental plants, fish and ceramic products to colourful butterflies.  The fair has attracted artisans from the Republic of Korea, Thailand, and Singapore. Tourist arrivals to Ho Chi Minh City reached some 2.8 million in the first half of 2017, a 14.7% increase year-on-year.  Since the beginning of 2017, the city has organized monthly events to attract and retain visitors, including festivals of Ao dai (Vietnamese traditional long dress), southern land cuisine and southern fruits, among others. Overseas arrivals to Ho Chi Minh City rose to over 2.8 million in the first nine months of the year, up 3% from the same period in 2012. According to the municipal Department of Culture, Sports and Tourism, the number of foreign visitors to the city in the period fulfilled 68% of its yearly target of 4.1 million. The city’s nine-month tourism revenue reached an estimated VND63 trillion (US$3 billion), a year-on-year increase of 20%, and 77% of this year’s target.
