North Korea said Tuesday it would allow South Korean businessmen to visit their plants in a shuttered joint economic zone, but declined Seoul's offer of official working-level talks on the complex. South Korea on Monday proposed military talks with North Korea this week, the first government-level talks since late 2015, in an effort to halt hostile activities near their joint border and after a series of missile tests by the North in recent weeks. The "Word of the Day" project kicked off Monday in the southern Russian city of Sochi in a bid to make the citizens engaged in a good preparation for the 2014 Winter Olympics.
