The Hanoi administration has applied new parking fees to bicycles, motorbikes and automobiles in an effort to cap the use of personal vehicles from January 1, but many car drivers have complained that the new hour-based pricing is unreasonably inflated. The new fees are applicable to licensed parking lots across the capital, with the charges for cars now calculated using a progressive pricing method, meaning the hourly rate rises as much as the parking time surges. For instance, in Dong Da District, cars with nine seats and below, or trucks with a loading capacity of under two metric tons, are charged VND25,000 per hour for the first two hours, VND35,000 per hour for the third and fourth hours and VND45,000 per hour from the fifth hour onward.
