A major waste treatment complex in Ho Chi Minh City has yet to deal with serious environmental pollution at its premise, despite a heavy fine imposed on the operator last year. In mid-2017, the Vietnam Waste Solutions Corporation, developer of the Da Phuoc Waste Treatment Complex in Binh Chanh District, was fined VND1.5 billion (US$66,079) for multiple violations of the law on environmental protection. The firm was also required to deal with the problems and reported the process to the Vietnam Environment Administration. The tasks have not been fulfilled as of Tuesday. In July 2017, the municipal Department of Natural Resources and Environment pointed out that nearly 700,000 cubic meters of wastewater was being stored within the treatment complex, posing severe threats to the nearby environment. The treatment of such large volume of liquid waste was estimated to take about a year. To resolve the issue, VWS promised that they would put a wastewater treatment plant with the capacity of 2,000 cubic meters per day into operation in August of the same year. However, the company recently asked for the postponement of the facility, stating that they would begin the operation within February 2018. A waste recycling festival was held by the Ho Chi Minh city Department of Natural Resources and Environment on April 9th, encouraging people to reduce, reuse and recycle waste, for sustainable production and consumption. During the festival, people were instructed how to classify waste, collect plastic and aluminum products for reuse, and collect hazardous waste. The Ministry of Planning and Investment has given the nod to Ho Chi Minh City to construct a sewage treatment plant for Tham Luong-Ben Cat area. At present, sewage from factories and from domestic use in the city has not been treated properly. This seriously pollutes water of the SaiGonRiver. Under the plan, the plant will be built on an area of 11ha with the capacity of 131,000m3 of waste water a day. The capacity will be upgraded to 210,000m3 per day in the second phase. While lowlands and canal systems are crucial for the drainage of Ho Chi Minh City, large areas of such land plots have been zoned for realty projects, whose developers do not hesitate to fill the waterways to serve construction. The real estate developers, however, do not violate any laws in doing so as they have been allowed by local authorities to fill canals when obtaining the investment license.
