According to the programme, the Government requested ministers, heads of ministerial-level agencies and governmental bodies, chairmen of provincial, central-city People’s Committees, to develop and issue Plans on implementing the resolution and related legal documents on reforming the organisation and management system, enhancing the quality and effectiveness of public bodies. The Ministry of Justice chairs and works with relevant bodies to make proposals to the Government to report to the National Assembly on the programme to develop a supplementary law and ordinance making programme in 2018 onwards, with the focus on the laws and ordinances that need to be issued or revised serving the purpose. Ministers, heads of ministerial-level agencies and governmental bodies, chairmen of provincial, central-city People’s Committees are responsible for instructing, monitoring the implementation of the Government’s programme and their plans, and making annual reports to the Ministry of Internal Affairs before December 10 for summary and reporting to the Government. The Minister of Internal Affairs is in charge and works with relevant ministries, agencies, and localities to monitor and push the implementation of the programme, make annual reports to the Government by December 31 while advising the Government on necessary measures to ensure comprehensive and effective implementation of the programme.
