The Prime Minister Nguyen Xuan Phuc has praised the Ministry of Industry and Trade for removing hundreds of requirements and permits for businesses. Ministry of Industry and Trade praised for achievements in administrative reform The Ministry of Industry and Trade is the first state agency that has begun to review and remove unnecessary procedures. It has removed 675 out of 1,200 business requirements. The Ministry of Agriculture and Rural Development is in the second place after cutting or revising 118 requirements. The Ministry of Industry and Trade has submitted the revised draft laws on investment and enterprises in which it proposed to remove unnecessary and unsuitable requirements in 20 businesses. Phan Duc Hieu, deputy director the Ministry of Planning and Investment’s Central Institute for Economic Management, said, “I’ve never seen such positive results from state agencies. I have high regards for the Ministry of Industry and Trade because they acted before being given a quota.” Prime Minister Nguyen Xuan Phuc has been urging agencies to scrap unnecessary procedures many times in order to create a more favourable environment for businesses. He also questioned why some provincial authorities could effortlessly follow the directives why others still have corruption. Prime Minister Nguyen Tan Dung recently asked eight ministries in the list of "particular concern" to have better administrative reforms. According to the PM's instructions, the Ministry of Planning and Investment must review regulations on business registration, investment license, incentive certificate issuing and such for foreign-invested enterprises.The Ministry of Natural Resources and Environment should focus on the procedures of granting land and land-use certificates.The others on the list are the Ministries of Construction, Finance, Health, Education and Training, Justice, and Home Affairs. At the online meeting to review the administrative reform task in the period 2011-2015 and implementation of new plan for the next period yesterday, the Ministry of Home Affairs announced the 2015 results of the public administration reform index (PAR INDEX 2015), on which the central city of Da Nang and State Bank of Vietnam ranked first with 93.31 per cent and 89.42 percent respectively. Deputy Prime Minister Nguyen Xuan Phuc has asked all ministries to make more efforts to step up administrative reforms and create favorable conditions for both locals and enterprises. Deputy PM Phuc made the call during a January 2 meeting with relevant ministries and agencies on the administrative reforms in investment, construction and land. 1. The Government issued Decree No. 98/2017/NĐ-CP stipulating the functions, tasks, rights and organisation of the MoIT. On August 18, 2017, the Prime Minister signed Decree No. 98/2017 / ND-CP defining the functions, tasks, authorities and sector structure of the Ministry Industry Trade. Improving the quality of public healthcare and education services is among the key points of Viet Nam’s newly ratified Public Administration Reform Plan for 2011-20.
